Department H, Canada

As soon as Garrison had been told about the current up to date plan as far as he needed to know about it, he realized just how much Department H was reaching out. What had looked at first, like a a plan kind of half thrown together was shaping up to be something that would last. Of course, unlike the Americans ... they weren't trying to turn it into a witch hunt for those with powers. Instead, they wanted to build a future where those with powers felt comfortable coming forward to assist with protection of Canada against those that would use their power to do bad things. Even in that though, the higher ups were looking for less violent or harmful ways to bring in those out to cause trouble. So when he had been told that the lead tech head from Wakanda was coming to visit in order to see if there was anything she could do to help, he found himself assigned to be in charge of her security detail.

The team he had put together from the security personnel were all people he trusted with his life and it was them he had sent to the airport to pick her up. Garrison had taken that time to go over everything here at what he still considered to be a gaudy looking building to ensure everything would be perfect for this visit. After all, she was supposed to be a princess or something like that. When they team had called for a third call to bring in her security detail as well, he knew someone had dropped the ball on telling how many people she would have with her. Whatever the case, he dealt with it and now just waited for the cars to arrive. He found himself standing outside the main entrance door then as the cars pulled up.

As everyone unloaded from the cars, he took a moment to look over everyone of the guest. It wasn't until he saw Shuri in person that the pictures he was working off of really were accurate. However, he wasn't about to let her age be what he judged her by since they nad a few your geniuses working here already. Walking up to her and ignoring the looks he got from her own security detail, he held up his hand to offer it to her to shake as he said.

"I would like to officially welcome you to Canada and Department H. My name is Garrison Kane and I will be in charge of your safety while you are here. Along with that, I have been tasked with being your escort and showing you whatever you wish to see while you are here in the Department H facility."

That sounded all nice and official to him even if he knew he rather be just about anywhere else, but orders were orders.

"I can start from the begining or we can jump to any one area if you had a certain place in mind?"

When Department H reached out to them, Shuri had agreed easily enough to the meeting. From what she gathered this probably wasn't going to end how they wanted, but she could try, at least. She'd been sent with no less than three guards. They had to arrange ahead to fly their own craft across the boarder. Apparently these western airplanes just didn't look safe enough to risk - even if Shuri thought it would be charming and fun to fly in one once. But their craft didn't need much space to land, and was allowed into the airspace.

As they made the trip, Shuri read over some information about Department H once more, familiarizing herself with what she'd been able to gather. The organization was responsible for monitoring superhuman activity in Canada. They didn't seem quite so hostile as the American's, but the notion still struck her as odd. Mutants weren't exactly common in Wakanda, but when they were born, they were seen as a gift. Their abilities were useful, and at times became the source of study for genetics experts. But they were never treated as threats, or something different to be monitored. They were citizens of Wakanda, to be protected as much as the rest. In her world, their presence had never posed much of a problem. Then again, the western world seemed to struggle with the notion of equality.

As they moved in to land, Shuri set her research aside, and came to her feet. The three Dora Milaje rose with her. She let two of the lightly armed women exit ahead of her. Shuri could see their spears at their sides - unconcealed, though she doubted most would recognize them for what they were. Their garb was simple enough that it even looked causal, but Shuri knew the signs of defense in their wardrobe. Nobody was terribly keen on taking chances with this trip.

Cars met them once they stepped off the plane, offering to drive them to the facility it's self. The group settled into a vehicle for a short drive to a rather ornate building. Shuri was so busy staring up at it she almost missed the approach. I twas the tension in one of the guards that caught her eye first. With a smile, Shuri put a hand on Teela's arm, and stepped forward as the man drew nearer. Apparently Okoye had passed along some of her distrust to her team. People here were unusually prone to greeting with touch, however - even with a stranger. In her life that had always been worked up towards. Shuri, for her part, appreciated the change. She shook the man's hand with an easy smile.

"It's a pleasure to meet you Mr. Kane. I'm Shuri." She answered before retracting her hand. "This is Teela, Aneka, and Ayo." She offered, indicating each woman in turn. Aneka inclined her head slightly, Teela nearly smiled, but Ayo didn't respond to the introduction. "Well, I trust you know the facility better than I do. We should start wherever you know best. Perhaps you could tell me more about what Department H is hoping for in this partnership?" She advised practically. She was still a bit unclear on that part. The message that had been passed to her hadn't been terribly big on details.

Years of dealing with people trained for combat told Garrison that the guards the woman had brought with her were not people you tested lightly. Their stances alone spoke of them being ready to leap into a fight in a seconds notice and he was sure the spears they carried weren't just for show even if they looked primitive. The look he was getting from at least one of them was also enough to let him know that he was on silent notice. Try anything and they would be all over him in heartbeat. Thankfully today was not a day he needed to find out if he was any kind of match for them in a fight. His combat training for as good as it was might not match up to what imagined was a life time of training these women probably had. Still, a part of him wouldn't mind seeing if he could arrange a sparring session just to find out where he did stand in a fight with them.

That was something to consider later though as he saw Shuri accept his greeting much to the tension of her protectors. Not sure if he was breaking some foreign custom or not, Garrison figure that if his superiors wanted someone to make sure things went perfect diplomatically, they should have sent someone else other than him. However, he took that one of them did something remotely close to a smile as a good sign even if the others looked like they could be carved from stone at the moment. Nodding as she introduced her protectors, he gave them all a smile hoping to break the ice a little more as he considered suggesting having them check their weapons in the lobby. However, he doubted that was something that was going to go over all that well and decided to go another route as Shuri said to start where he felt was best.

Indicating that they should follow, he led the way as he said.

"Here at Department H, we are working towards a peaceful and non-violent way of handle affairs dealing with those who are either born with or develop special abilities in some way. That includes offering training for those that wish use their powers to aid their country or just want to learn enough control to lead a life where they don't have to worry about being harm to those around them. We are mostly set up for that, but our facilities are not quickly repaired when it comes to those with highly destructive powers."

Garrison had seen the mess left behind by some of them training. A lot of that damage was something he was sure could be lessened if they could build room with that vibranium stuff. However, he knew that was not easy stuff to get and if there was anything else the advanced tech of Wakanda could offer in place of that, he was sure his bosses would take whatever help they could get.

"Of course, there is also those that wish to use such abilities and powers to do harm. With them we also wish to have as many non-lethal ways of dealing with those situations as possible. That applies to both capture and detainment. With Wakanda being a place of technological wonder, my superiors are hoping that an agreement of some kind can be worked out. After all, we have seen the heavy hand approach the Americans are taking and wish to avoid such tactics if at all possible."

One thing the had proven deeply puzzling was America's unhelpful approach towards those with abilities beyond the norm. When a mutant was born in Wakanda they were valued for their gifts, and given a way to use them for the better, should they choose. American's seemed deeply concerned with containing them or using them. It was never a choice, or a gift - it was a danger. When the Canadian government reached out her first concern was that they would want to use her tech for the same ends.

Without a word, she followed the man and listened to his tale. Frankly, she was relieved she'd encountered more than one person with a bionic limb, or she might have been offensively interested in his. She did still want to know more about the tech - but perhaps that was best brought up a little bit later. For now, they could keep to the purpose of her visit.

"I never did understand why Americans are so resistant to this change." She confessed with a frown. "A more nurturing environment would help everyone." All they seemed to want was to ward off potential threats. Nobody seemed to realize all they were doing was making more enemies. "I'm relieved to hear that Canada is less resistant on this front." It was nice to know that the everywhere outside Wakanda wasn't so archaic in their beliefs.

"In regards to the the training facilities there are a number of options. In Wakanda we use certain shields that are able to contain most forces. Of course, there are some powers that would break right through it - so some discretion is still necessary. But they could easily be worked into your existing facilities to help reduce some of the damage." She suggested. Of course, she would still need her brother's green flag before going forward with any of this, but she was still happy to offer ideas.

"Of course, before anything is changed, I would need the King's agreement to the arrangement. But aiding your training facilities shouldn't be much of a problem. I am curious about your containment practices at present. How have you been handling such matters so far?" Shuri did her best to keep her face even, and her tone calm. But talk of western punishment was still a bit unsettling.

Honestly, there was much about the way things were done in the U.S. that he questioned. Yet, it wasn't like he saw the political game in Canada being much better at times. When it came to those with powers though, at the least ... the government didn't want to approach things like a hammer hit a nail if it didn't have to. Just because someone developed powers in someway didn't mean they stopped being Canadian citizens. Of course, Garrison also knew that a few of those in seats of power within the government were hoping to draw some of those wanting to avoid U.S. laws into Canada where they could be possibly persuaded to serve or support their new country they called home.

That was not a new tactic though since he had read about how various countries had plunked german scientist out of Germany following the end of the second world war. He saw it as being as simple as that if you had knowledge or gift valuable enough ... you had options where you could live and be wanted at. Places like Wakanda though, were places he saw as being exceptions to that rule since places like that practiced an extreme level of isolation. Canada was not a place he ever saw practicing isolation since it would be near impossible to police borders as big as it had. Thus, one part of Department H mandate was to ensure that those willing to fight for the country and crown were fully trained and those that meant to harm it were safely contained.

Whatever side a person was on, Garrison found himself dealing with both the good and the bad at the moment. Listening as Shuri talked about being able to put something in place within exist facilities, He was glad to hear that since he knew the budget committee was already getting antsy at the cost of everything. Leading the way then towards the detainment portion of the facility, He glanced over his shoulder wile saying.

"Just because someone is born with powers or develops them, it doesn't mean they become anything less than people. To treat like less than that is to invite them to act like little more than animals. That is why, even our containment is set up to be as humane as possible."

Holding his hand up to the flat-black colored panel, he knew the scanner in there was reading a chip that had been added into it. Someone had explained how it worked and also why it couldn't be copied, but he he ad stopped listening once the tech guy told him it opened certain doors here that didn't have keys or even an obvious way to open the door. The door slid openly smoothly and he continued to lead the way in where there were four floors set up in a half circle. Most of the cells were empty, but a few had residents inside and one cell in particular stood out due to the extra security measures set up outside of it.

"Most of our cells are set up along simple means with a fire suppression system and also a tear gas delivery system built into each. If either needs to be used, the officer-in-charge can lock down the cell and activate both as needed from his armored control booth right there in the center of the wing."

The control booth was lifted off the ground along a central shaft which let it raise or lower as needed to line up with whatever level it needed to be lined up with. The armor plating on the outside was meant to be obvious as was the weapon barrels pointing out from it.

"Once the issue has been deal with that either of those situations might be needed, they can also emergency ventilate the cells so that other officers can move in and secure the person inside to get that person into another cell or sedate the person inside. As for the weapon barrels you see ... those are normally used to fire rubber bullets or tranq darts. However, if was are dealing with someone we know heals to fast for those to be effective like our guest in cell 3-5, we can quickly switch to regular bullets since those are the only things that slows down his ability to self-heal long enough for use to get sufficient restraints on him."

In silence, Shuri listened to the explanation. It was a nice idea - the country being more humane than some of the others. Treating all their citizens the same... well, it was one thing to say so, it was another to act upon it. Of everyone who had left Wakanda for this project, she was the most open mined by far. Most didn't like the idea of sharing anything with the outside world. While Shuri disagreed on most accounts, while she was the strongest advocate for something like this, even Shuri saw the sense in keeping their secrets. The more Mr. Kane detailed their containment units, the more she tensed.

"I appreciate your efforts here, Mr. Kane." Shuri responded easily. Her tone was level and slightly guarded as she addressed the older man. "I feel that the world would greatly benefit from your attitude. Too many are unwilling to see a superhuman as equal, or anything other than a threat." She believed that the Canadian government meant well, and Shuri knew that even super humans had to be held accountable to the same laws. In this part of the world, everyone broke rules, everyone challenged governments they felt betrayed by.

"I do wish I could do more to help you with your containment issues. But..." Shuri hesitated a moment. She wanted to offer more than "but I can't". Problem was,she wasn't certain quite how to approach it. Even if she wanted to - which she wasn't certain she did - she doubted anyone else would sign off on it.

"Are you familiar with the reasons Wakanda remained isolated for so long?" She doubted he heard much, if anything. Her people hadn't exactly been talkative on that front. It wasn't something people were bound to like, even if they might understand it. Ever other major country in the world seemed keen on getting involved in everyone else's problems. Every country depended on each other for survival. When one suffered, they all did. the idea of true isolation was bound to seem selfish to most.

"For centuries we have watched as countries war for decades on end - over land, over resources, over murdering each other's leaders. The more we watched, the more we feared what would happen if our capabilities were in the hands of those people, if they were implemented in world wide conflicts. Even defensive measures could be used to give one country and unfair advantage to spur on the killing, and endanger diplomacy. So, we isolated our selves, and we never told anyone what were were capable of." What use was taking in the face of World War I? What use was talking when everyone had nuclear weapons pointed at each other. Even without Wakanda's help, they'd become very effective killers.

"Our outreach project was meant to help with social structure - things such as medicine, power sources, making sure everyone has access to knowledge and technology that could improve their life. Helping with things such as training facilities, in my opinion, would meet that criteria. But you said yourself you use tear gas now. You use methods of containment that some implement as weapons. And seeing our tech be turned in the same way would be a quick way to end this project entirely. I doubt anyone would sign off on that." Perhaps she should have led with that fact...

Garrison didn't see someone with powers as being anything more than just another person most times unless they gave him a reason to. If anything, he rather have someone with powers on the same side as him since going up against those people was never easy. Sure he had his cybernetics, but that didn't mean it made it an even fight or even gave him any kind of edge when it came down to the dirty work. However, he had to learn to plan well in advance as much as possible and deal with shit as it happened even before he had the limbs that he did. Yet, he was kind of surprised just a little to find that Wakanda had the view on those with powers that it did. Then again, he only knew enough about the place to know that he didn't know enough about it as a whole to really say much about the place.

Taking what she said said about not being sure she could do anything to help with containment, he wasn't at all surprised. Garrison had figured that it wouldn't be as easy as asking to get access to everything Wakanda had to offer when it came to technology. Sure some might want it to be that easy, but it wasn't like his own country was willing to share stuff they had come up with simply because someone asked. However, that didn't mean that this was a conversation at an end. It had now dropped into him court as he thought it might. Leading her and her escort away from the containment area, he led them towards the training area where several of the operatives Department H used were in various stages of training.

"I fully understand, yet I am sure there is much more to discuss as we go along. Primary among hat stuff is capture prior to containment. While there are already various non-lethal methods out there and unfortunately lethal ones that need to be used as times ... I am interested in new possible non-lethal methods of taking down those I need to go after."

Stopping by the door to the armory, he punched in his code and guided them into where weapons of both lethal and non-lethal status were locked up behind another layer of security.

"The big brains here will tell you they can come up with anything, but I have seen footage of your king in action and will say this ... my tech boys wish they could come up with the stuff he uses. Of course talk of weapons is a tricky thing, but that is why I rather leave it only non-lethal items. Things I can use to safely bring down people with minimal or no harm to them or anyone else around at the time."

Shuri followed Garrison past a check point, and into what could only be an armory. She could feel Aneka easing closer behind her, wary at the arena were a few figures were engaging in combat. Of course, her and the others knew it was likely senseless. They were just practicing. But the Dora always seemed to er on the side of caution.

"Honestly, I'm sure they are more than brilliant enough to come up with it. They just weren't exposed to what I was." In her opinion, she wasn't smarter than everyone else. There were plenty of tech geniuses that would thrive if left alone in her lab. She'd just grown up around better technology. "It's like... we know the science behind bending space, and harnessing the power of the sun more effectively. But we don't have the resources or power to make it possible. Wakanda has always been on a better power grid than you are. With that, it just means we have more energy to put into our inventions. Your development team is just limited by the world you live in." She didn't think that said anything about the geniuses behind that tech. But too much of this world was ruled by oil companies who refused to let their world advance.

"With any luck, we can find a way to fix that. That's honestly my primary hope with this project. If the rest of the world could start working towards better sources of energy, you would be able to do so much more, even without my knowledge." She knew how brilliant minds over here were. She'd studied a number of people's work, and she'd talked to them. It wasn't brilliance people lacked - it was resources and knowledge. She could give them that. She could help them help their self. Sure, she could give them what they wanted. But it would go a lot further if resources were made available so people could help their selves.

"What if..." Her brows furrowed slightly as her walk slowed. "Instead of giving over the technology behind our weapons we opened some sort of training program for your own engineers. I could give them a fundamental knowledge of what we do, and they could develop what you need. I mean... what Wakanda worries about it becoming an arms dealer. We've worked a long time to avoid just that. But perhaps sharing our fundamentals would be a better way to meet in the middle on this." That still might be a hard one to sell. If the world knew how they created everything, that meant they could work towards overcoming it. The defenses of Wakanda would be in a precarious place. But it seemed like it might be the best compromise.

Not being a tech guy himself, it was not easy for him to determine who was good at what when it came to all that stuff. The only thing he was sure of was that with his people here made sure his limbs were taken care of and kept running. Whatever had gone into making them was beyond him and so far, nothing towards advancing them had come up. Not that he was looking to add anything else to them. A feeling of not being human anymore was something he fought with at times and he made sure to hold onto what was still human about him. That was why he limbs were so basic in many ways and not decked out as some had tried to get him to agree to.

Her concerns about Wakanda being seen as some kind of arms dealer was understandable. He could see who they would want to avoid that even if it looked like the women with her were more than capable of acting like a fighting force if they needed to fight.However, being ready to fight and having the weapons or people for it wasn't not the same as giving those things to other countries. Yet, while not an science type himself ... what she said about sharing fundamental information with Department H tech people was something he saw as a good first step. They might want more, but he figured they would be happy to get what they could.

"Limited is one word for it. We got people making laws that have never had to fight or serve in the military at any point and think everything can be solved by simply asking people to stop being bad and follow the rules. As much as as I would like that to be true, it unfortunately isn't. However, that doesn't mean words can't be used at times and that violence is always the answer. Also ... I think I can sell the tech people on that idea. They have done wonders with keeping my limbs functioning and up-to-date despite another group having designed them."

Holding up his hand then and looking at it, he went on as he said.

"To me, these are both weapons and utility that need to be used in the right ways at certain times. Much as any other weapon or technology has a time it should be used and when it doesn't need to be used."

Shuri was certain they could work something out. The problem was, not everyone from Wakanda was quite so eager to share their tech as Shuri was. It would be a hard sell on her end, no matter how little they gave. Offering technology that had been weaponized in some form, would be difficult. But their own technicians were capable enough. They just hadn't been exposed to what she knew. She never felt that she was more brilliant than the brightest minds in the world. She had just been exposed to different knowledge, and it gave her a different perspective.

"Honestly, the only advantage I've had in my career was that I was exposed to different technology. I'm certain your own people could provide exactly what you need with a bit more perspective." Perhaps she shouldn't sound quite so decided on any of this. It was still something she needed approval on.

Conversation shifted, however, to mention of his limbs. She'd avoided paying them too much mind. It seemed inconsiderate to comment first on his enhanced limbs than actually speak to him like a person... but Shuri would be lying to say she wasn't curious.

"If you don't mind my asking - feel free to ignore me if you don't want to answer," Shuri knew it was personal. She knew it was none of her business, not professional, and not why she was here. But she was curious and she'd been minding her manners so far! She deserved to at least ask right? "How long have you had cybernetic limbs? I've been curious of their structure since I saw you, honestly... I recently started working with more complex versions, so I admit I'm a little obsessed these days." She smiled shyly, meeting Garrison's gaze hopefully. She knew it wasn't likely something he wanted to discuss. But the tech it's self was fascinating.

Garrison wasn't going to say one way or another as to what all his people here could do. They could quite possibly accomplish much more with some guidance offered by Shuir and those she worked with. That was for the big brains to figure out and make work though. At any rate, he considered it a more than fair thing that her and her people were willing to offer any support when they could simply say no completely. Of course, he didn't expect that it would be as easy as just asking to be given everything and to get it. People with something to give had the options to say no if they didn't want to share. It was just the way the way the world worked and people had to accept it since it wasn't going to change anytime soon.

As she asked about his limbs, he didn't feel any hesitation about talking about them. They were a part of him and he had come to accept them as such. Thinking on it though, he realized it had been over ten years since they had become a necessary part of his body. Without much thought or worry to it since it was an easy answer, he said.

"Over ten years now that I have had these and my legs. Lost the originals in a mission gone sideways. The people that built them are long out of the picture, but the techs here and those I known over the years have kept them functional."

Holding up his hand and flexing it, he then went on saying.

"Although, if you needed someone to try a upgraded model on ... I would only ask for something like I got now. basic function with nothing fancy but maybe a good communication system built in. I don't need limbs that transform or shoot things."

"Goddess, Bucky and I had that same talk more than once!" Shuri admitted with a small laugh. "He just wanted an arm, but I kept thinking about how fun it would be to put in features like flask. I'm not certain he appreciated my suggestions entirely, but he tolerates me well enough." Honestly, she didn't like carrying stuff around. Purses were a pain. If she could just store it in a mechanical arm, she would definitely take advantage. If one of her limbs was going to be upgraded with cybernetics, she was going to do it properly. It wasn't like anyone was ever going to take it for an actual arm anyway. Why not use it for defense, communication? Making life easier? There were plenty of pitfalls with mechanical limbs, so there should be a few perks, as far as she was concerned.

She glanced over at the limb, gaze shifting to his shoulder as she wondered about how they were anchored and such. She knew it wasn't going to be anything like Bucky's, and it probably wasn't like a traditional limb, all things considered.

"It is something I'm interested in expanding into, honestly." Shuri confessed. Prosthetic limbs were expensive, and not always easy for people to access, she'd love a chance to help on that front if she could, especially after working with Bucky. She knew he wasn't the only one who lost an arm and had some bad experiences with it. She could sell them for a more reasonable price, because she knew it could get expensive quickly if they didn't even cover cost of materials and labor.

"There are plenty of issues that come with cybernetic limbs, and having to adjust to them. I like the idea of being able to make it a little easier for people, maybe creating something more reliable. So if you would like to be a part of that I would be thrilled. I'd need a little more information on how yours are anchored, and what sizes they would need to be, but I'd love to see if there is anything I could do to upgrade them for you - particularly if they are little outdated." With how old his limbs were, she could only assume there were no tactile sensors in them. Even if she added them she could only assume it would be a bit overwhelming after so long without it. Upgrading Garrison's limbs should be a fairly simple task.

The mention of the name Bucky had him thinking for a moment before he remembered who that was. It was a nickname associated with the man most of the world knew as the Winter Soldier now. However, Garrison had read the full file on the man and knew there was more to him than just that. Sure he had done some bad stuff, but Hydra wasn't exactly a group that gave people a choice all the time. The fact that they had fucked with the guy's head was enough for Garrison to give the guy some credit since, when his mind was his own ... he had been a good guy. Also as far as Department H knew ... Bucky was his own man again which meant Garrison was willing to give the man the benefit of the doubt until he did something to ruin that.

Another factor that played into that, was that Bucky had been a soldier. If there was one thing Garrison stood by, it was that soldiers had to watch out for other soldiers since the rest of the world was quick to see the worse in a soldier the moment they slipped even a little. However, with hearing that she had worked with the other man, he grinned as he got and idea while she spoke. Once they reached one of the conference rooms that had been set up with the intent to hold a briefing for the guest, he indicated the files and folders on the table as he said.

"Information is easy enough to get. It is all in a file on the hard drives here and I can get you a full copy of my cybernetic alterations that you can take with you. Also, on the table is all the information concerning Department H so you can take it back with you and read over it or share it with others from your nation as you wish to."

Reaching up to his left shoulder then, he gripped it and hit the hidden releases which disconnected the arm from his body before he set it on the table for her to look at closer.

"As for anchor points ... the arms disconnect there as you can see and the legs disconnect about three-quarters up my thigh. The hands also disconnect, but can be fired like projectiles and remotely controlled."

Making the fingers on his disconnected arm wiggle, he went on saying.

"I have limited tactile feeling in them. Heat ... cold ... pressure, stuff like that. Nothing like what a person's real limb can feel. However, due to the weight of them, there is also internal alterations with my skeletal structure and such. Like I said though, it is all in a file I can get you before head back home."
